Graduates from state-run and PPP-mode engineering colleges in the state will now receive a monthly stipend of ₹15,000. Similarly, diploma holders from government polytechnics and diploma institutions will be eligible for a stipend of ₹10,000 per month. These amounts will be provided under the Apprenticeship Rules.
Stipend Provisions Under the Rules
According to the Apprenticeship Rules, engineering apprentices are typically entitled to ₹9,000 per month, while diploma apprentices receive ₹8,000. Of this amount, 50% is covered by the Board of Practical Training (Eastern Region) under the central government.
The remaining amount—₹4,500 for engineering apprentices and ₹4,000 for diploma apprentices—was to be paid by the state government. However, the state has decided to increase its contribution, offering ₹10,500 per month for engineering graduates and ₹6,000 per month for diploma holders.
Annual Expenditure and Advanced Apprenticeship
The state government has also decided to offer an additional one-year advanced apprenticeship for both categories. For this extended period, the stipend will be raised to ₹18,000 for engineering graduates and ₹12,000 for diploma holders.
This initiative, which includes the additional stipend and the advanced apprenticeship program, will cost the state government ₹6 crore annually. The Higher and Technical Education Department has already allocated these funds for the current financial year.
Implementation and Responsibilities
The department has issued an order stating that the institutions are responsible for registering the apprentices and transferring the stipends. Additionally, they must ensure that apprentices are registered with the Board of Practical Training, so that the central government's share can be directly transferred to the trainees' accounts via Direct Benefit Transfer (DBT).
